Purpose of the Role
The primary purpose of the Supply Management Officer (Asset) is to ensure the effective management, control, and safeguarding of state assets within the institution and its satellite facilities. The role focuses on compliance with legislation, supervision of asset personnel, maintenance of accurate asset registers, and ensuring accountability for asset movement, utilization, and disposal.
This position is essential in preventing asset losses, promoting value for money, and supporting audit readiness in accordance with the Public Finance Management Act (PFMA) and Treasury Regulations.
Minimum Requirements
- Senior Certificate / Grade 12
- Experience Requirements
- Minimum of 3 to 5 years’ experience working in an Asset Management or Asset Control environment
- Computer literacy in MS Word, MS Excel, MS PowerPoint & MS Outlook
- Valid Driver’s Licence

Key Responsibilities and Duties
1. Asset Control and Governance
- Manage and oversee all asset control activities within the institution
- Ensure compliance with departmental policies, procedures, and legislative prescripts
- Maintain accurate and up-to-date asset registers for the hospital and attached clinics
- Monitor asset utilization to ensure value for money and operational efficiency
2. Asset Movement, Loss, and Damage Control
- Control and authorize the movement of assets between departments and clinics
- Ensure proper documentation for asset transfers and relocations
- Report loss, theft, or damage of state property to the Finance Manager
- Implement corrective measures to prevent recurrence of asset losses
3. Supervision and Staff Management
- Provide direct supervision to staff within the Asset Department
- Allocate duties and monitor daily performance
- Train, mentor, and develop staff under supervision
- Implement and monitor performance management processes
- Address discipline and grievance matters in line with labour relations policies
4. Asset Verification and Stock-Taking
- Ensure that monthly and quarterly asset verification and stock-taking exercises are conducted
- Oversee physical verification of assets at the hospital and clinics
- Ensure compilation of accurate stock-taking reports
- Submit asset verification and stock-taking reports to Head Office within prescribed timelines
5. Committee Participation and Quality Improvement
- Participate in the Hospital Equipment Acquisition Committee
- Provide input into asset planning and acquisition decisions
- Contribute to policy development and quality improvement initiatives within the Asset Department
- Support internal and external audits by providing required asset documentation
Supervisory and Leadership Responsibilities
- Promote accountability and ethical conduct within the Asset Division
- Foster teamwork and collaboration
- Drive continuous improvement in asset management processes
